Water notices? Mail every resident in one upload.

By the USMail.ai team, more than 50 years of combined expertise in printing and mailing

Statutes checked October 29, 2026

Direct answer: Residents are sent the water notices your system owes them on paper, and we print and mail every letter you approve. You upload the notice and your mailing list, check the proof and the full price on screen, and approve. Urgent boil-water alerts still go out by faster channels first.

Statutes checked October 29, 2026: 40 CFR 141.202 (Tier 1: as soon as practical, no later than 24 hours); 40 CFR 141.155 (Consumer Confidence Report delivery, July 1); USPS First-Class Mail (1-5 business days). General information, not legal advice.

Which water notices does this hub cover?

Water systems write to residents when something about their drinking water or their equipment needs action. This hub groups the three notices small systems mail most:

Billing, rate and outage notices for every kind of utility are on the utility notices hub.

Who sends these notices?

City water departments, rural water districts, sewer districts and small private water companies. The person who mails them is often a town clerk or a district manager who also runs billing, answers the phone and keeps the board's minutes. These mailings come up a few times a year, which is too often to hand-stuff and too rarely to justify a big setup. The notice usually starts as a document your primacy agency, board or counsel approved.

Can mail meet a drinking water deadline?

It depends on the tier. EPA rules require a Tier 1 notice "as soon as practical but no later than 24 hours after the system learns of the violation or situation requiring Tier 1 public notice," per 40 CFR 141.202. USPS lists First-Class Mail at 1-5 business days on its First-Class Mail page, and USPS delivery times vary, so mail can't carry a Tier 1 alert. Broadcast, posting or hand delivery goes first, and the mailed letter is the written follow-up. Longer deadlines, such as the July 1 report date in 40 CFR 141.155 or a backflow test date set by your ordinance, leave room for mail.

How does mailing work on USMail.ai?

You upload. You approve. We produce. You upload the notice as a PDF or document, add your mailing list, and check the proof on screen. You see the complete price before you approve, and nothing prints until a person on your staff says yes. From our own production floor: we print, envelope and hand each piece to USPS, and you see the proof and the full price before you approve.

If plans change, you can unapprove an approved job before its mail date, and the money goes back on your meter balance, not your card.

What do we upload?

Upload the notice exactly as you want it printed, plus a list of names and mailing addresses. Each upload is one letter that goes to every address on that list, so a notice with device- or account-specific details belongs in its own upload. Your primacy agency may ask you to reach people who don't get a bill, such as renters; add those addresses to your list if your program uses them. Every address comes from you. We check every address before mailing, and the AI never suggests or adds one.

Which mail class fits a water notice?

First-Class Mail is the everyday choice for a notice to every address on your list. Certified Mail fits a single letter where your office wants a USPS record of mailing, such as an overdue backflow letter. For the USPS fee, see Certified Mail cost. Certified Mail is $1.15 plus the current USPS Certified Mail fee, which USPS publishes in Notice 123. You see the full price before you approve. We don't offer paper Return Receipt yet. Your primacy agency or counsel decides what each notice requires; this page explains how to mail it.

What does it cost?

Letters starting at $1.15, postage included. For a one-page, single-sided, black-and-white First-Class letter. You see the full price for the whole mailing before you approve. A meter balance is optional, and you can pay per mailing. USMail.ai is an AI print-to-mail platform, not USPS.
