Statutes checked October 29, 2026: Kansas Corporation Commission, What to do if you get a disconnection notice; Neb. Rev. Stat. 70-1605 and 70-1606; Oklahoma Corporation Commission (Oklahoma rule text not verified on an official page this run). General information, not legal advice.

When does a utility mail a disconnection notice?

Before it shuts off service to a household for nonpayment. Most state rules require written notice a set number of days ahead, plus specific content, and many add winter protections. The notice is one of the few utility letters that goes to one account at a time, and it starts a clock, so proof that it went out matters. That is why some utilities send it by Certified Mail even when the rule asks only for first-class mail.

What does Kansas require?

For utilities the Kansas Corporation Commission regulates, the KCC's consumer guidance says "A written notice must be mailed first-class at least 10 days prior to termination of service." The same guidance describes the KCC Cold Weather Rule, which offers protections between November 1 and March 31 each year. Co-ops and city utilities outside KCC jurisdiction should check their own rules. Read the KCC guidance for the full list.

What does Nebraska require?

Neb. Rev. Stat. 70-1605 says notice "shall be given in person, by first-class mail, or by electronic delivery," that a mailed notice "shall be conspicuously marked as to its importance," and that "Service shall not be discontinued for at least seven days after notice is sent or given." Section 70-1606 lists what the notice must contain, including the reason, the disconnection date, the right to request a conference and a medical certificate (physician, physician assistant or advanced practice registered nurse) that can postpone a shutoff. The 70-1605 rule names its own exceptions, so read it for your utility type.

What about Oklahoma?

The Oklahoma Corporation Commission sets disconnection notice rules for the utilities it regulates, including content and approval steps. We didn't verify the rule text on an official state page this run, so this page doesn't quote it. Check the current rule with the OCC or your counsel before you mail.

Does Certified Mail meet a first-class rule?

That is a question for your counsel or regulator. Certified Mail gives you a USPS tracking record for the one letter, which is why utilities often pick it for a notice that starts a shutoff clock. Certified Mail is $1.15 plus the current USPS Certified Mail fee, which USPS publishes in Notice 123. You see the full price before you approve. We don't offer paper Return Receipt yet. If your rule asks for a return receipt or a special endorsement, your attorney can confirm the method.

How does mailing work on USMail.ai?

You upload. You approve. We produce. You upload the notice for one account as a PDF or document, enter that account holder's mailing address, and check the proof on screen. You see the complete price before you approve. From our own production floor: we print, envelope and hand each piece to USPS, and you see the proof and the full price before you approve. The letter goes as Certified Mail. Every address comes from you. We check every address before mailing, and the AI never suggests or adds one.

If plans change, you can unapprove an approved job before its mail date, and the money goes back on your meter balance, not your card.

What does it cost?

Letters starting at $1.15, postage included. For a one-page, single-sided, black-and-white First-Class letter. You see the full price for the whole mailing before you approve. A meter balance is optional, and you can pay per mailing. USMail.ai is an AI print-to-mail platform, not USPS. Certified adds the current USPS Certified Mail fee.

Where do other utility notices go?

Disconnection is the one notice that usually goes to a single account. Rate, hearing and outage letters go to many residents at once, and they are on the utility notices hub. For a side-by-side look at the USPS fee, see Certified Mail cost.
